The article doesn't say when those parties take place. So... The gay lines in Vox and Powder occur every Friday night. You should know that these clubs open up only at about 1-1:30 AM.
In Addition, besides these clubs there are 2 successfull gay bars - Evita and Carpe Diem.

does tel aviv have a gay quarter, does it have gay beaches. is november a good month to visit. any assistance greatly appreciated

Tel Aviv does not have a gay quarter. It is very gay friendly and gays are basically everywhere. Interestingly, I find young Israeli straight men to be quite fashion trendy and body concious, so good luck spotting the gay ones... You will have to go the bars and start from there I guess.
As for a gay beach - there is one by the Hilton. I can't imagine people going there in November, but you never know. The adjacent Independence Park used to be quite cruisy, so there may be some overflow.
November is not a bad time to visit - it's somewhat chilly, but definitely not cold. Even December - January are reasonable - temparatures never drop below, say 4C. I'm sure you will have a great time.
